Search Engines, Google in particular, track which sites link into your site. They then consider this information in determining the ranking of the sites in the search results, giving more weight to links from sites that are relevant to your own and that rank well on the search engine themselves.

If you already have a website, you probably have received emails from Search Engine Optimization companies looking to get you to link to their clients' sites. Very often these requests are for sites pretty unlrelated to your own -- and may be worded in a very unconvincing manner. These companies are probably just sending a mass mailing out to any site they find in hopes of getting a large number of links to their clients' sites.
